Mamoon Alyah is a registered professional electrical engineer in several states, providing forensic analysis to insurance professionals in areas of fire and other special investigations. Mamoon’s responsibilities include: performing failure analysis and damage assessment of electrical and electronic systems based on inspections, tests, design review and evaluation. Additionally, Mamoon has been qualified as an expert witness in many cases in different jurisdictions.

Mamoon authored and presented numerous presentations in different industry conferences (local, regional and national) including the PLRB (Property Loss Research Bureau) and the NGCLA (Natural Gas Claims and Litigation Association).

Additionally, Mamoon participated in teaching Fire Investigation classes, specifically related to causes of electrical fires.

Dawn E. Boyce has been a director of Trichilo, Bancroft, McGavin, Horvath & Judkins, P.C., since 1999. She has a practice with emphasis in insurance fraud investigation, examinations under oath, insurance defense and workers’ compensation. A significant portion of her case load involves working with SIU departments and local law enforcement. She practices extensively in Virginia and the District of Columbia, with trial experience in the state and federal courts of both jurisdictions. She has also prosecuted appeals before the District of Columbia and Virginia Courts of Appeals, Virginia Supreme Court and in the D.C. and 4th Circuit appellate courts.

Ms. Boyce received her B.A. Degree from the College of William and Mary and her J.D. Degree from George Mason University School of Law. She is a member of Virginia Association of Defense Attorneys and is Judicial Chair of the Virginia Women Attorneys Association, Northern Virginia Chapter. She has co-authored published articles in her field and has chaired or been a faculty member for various seminars and continuing legal education courses.

Timothy Mullin is a principal of Miles & Stockbridge P.C. resident in the Baltimore, Maryland office, where he chairs the firm’s Products Liability Group. Mr. Mullin is a trial and appellate lawyer, and his practice focuses on the defense of product liability cases, with a particular emphasis on defending fire, burn and electrocution and electric shock cases.

Mr. Mullin is a national coordinating counsel for Black & Decker, where he supervises nationally the defense of cases involving a variety of household products, including coffeemakers, toaster ovens, toasters , hand-held vacuums and step stools, as well as catastrophic claims involving power tools and heavy industrial machinery. In addition, he acts as Maryland and national trial counsel for Black & Decker and other major manufacturers.

Mr. Mullin also assists clients in the area of risk management and represents clients before the U.S. Consumer Product Safety Commission and in connection with corrective action plans.

Mr. Mullis is admitted to the bar of Maryland and the District of Columbia. He is also admitted to practice in the United States Supreme Court, The United States Court of Appeals for the Fourth Circuit, the United States District Court for the District of Maryland, and the United States District Court for the District of Columbia.

Mr. Mullis is a member of the Product Liability Advisory Council, and co-chairs the fire and Property Damage Specialized Litigation Group of the Defense Research Institute’s Products Liability Committee. He is also a member of the Federation of Defense and Corporate Counsel, the National Fire Protection Association, the International Association of Arson Investigators and the Maryland Defense Counsel. He is a frequent author and lecturer on the topic of products liability defense and fire litigation.

Mr. Mullis is a 1980 magna cum laude graduate of the Georgetown University Law Center in Washington, D.C. He received his undergraduate degree magna cum laude in 1977 from Dickinson College in Carlisle, Pennsylvania.

In addition to his legal career, Mr. Mullin as been involved in the fire service as a firefighter and fire officer for over 30 years.

INSURANCE FRAUD CASES UPDATE

Special Agent Robert Werner began his career with the Federal Bureau of Investigation in June 1997. After training at the FBI Academy, SA Werner was assigned to a white collar crime squad at the FBI’s Washington Field Office, Northern Virginia Resident Agency in Falls Church, Va. His responsibilities include investigation of health care fraud and insurance fraud, as it relates to false claims of bodily injury and property damage.

For most of the last seven years, SA Werner has worked closely with insurance company SIUs, the Virginia State Police, the US Postal Inspection Service, NICB and local police departments on several small and large-scale staged accident and insurance fraud investigations. These investigations have resulted in dozens of arrests, convictions and court-ordered restitution totaling millions of dollars. As a result of this team effort, the FBI and their law enforcement partners have successfully dismantled, and continue to investigate, criminal enterprises operating in the Washington DC metropolitan area.

Lieutenant W. Roger Rector was born in Galax, Va. He is married with two children and four grandchildren. Roger has been with the Virginia State Police for 35 years. He has a degree in Criminal Justice and attended the University of Virginia; Virginia Commonwealth University; federal and state law enforcement courses at the Department of Justice Drug Enforcement Administration; The College of William and Mary; Federal Law Enforcement Training Center, Glynco, Ga.; National Insurance Crime Bureau and is a graduate of the Federal Bureau of Investigation National Academy 187th session. Rector holds the rank of Lieutenant and is the coordinator of the Insurance Fraud and Help Eliminate Auto Theft programs within the Depart of State Police.

NICB: A MODERN RESPONSE TO A GROWING PROBLEM

NICB Area Director Jim Cadigan is a 31-year veteran retired FBI Special Agent, with over 32 years of auto theft experience. He is a lifetime member of the International Association of Auto Theft Investigators, having served for a number of years on their executive board. His expertise is in the identification of stolen automobiles, trucks, and construction equipment, having written several books on the subject while working at the Bureau. He has lectured on numerous occasions all around the Unites States and Europe. He is currently assigned as the Director of Operations, Area 6 for the National Insurance Crime Bureau.

Gregg Wood joined the staff of the United States Attorney's office in Roanoke, VA in 1997, as a Health Care Fraud Investigator. Gregg's past experience includes work as a Fraud Investigator with Blue Cross Blue Shield, Special Agent with Norfolk - Southern Railroad's Workers Compensation - Special Investigation Unit, and as a Police officer in Detroit, MI and Blacksburg, VA.

Gregg holds professional designations as, Certified Pharmacy Technologist, Certified Fraud Examiner, Certified Insurance Fraud Investigator, Health Insurance Associate, and Managed Care Professional. He is a 1985 graduate of Virginia Tech, with graduate studies done at Eastern Michigan University.


Presenter: C. Patrick Hogeboom, III, AUSA
U.S. Attorney’s Office – Western District of Virginia


Mr. Hogeboom attended New Mexico State University in Las Cruces, New Mexico, graduating with a B.S. in 1971. He received his J.D. in 1986 from the Gonzaga School of Law in Spokane, Washington.

He began his career as a Teacher-Coach for Safford Arizona Public Schools from 1971-1976 and taught at the Gilbert Arizona Public Schools until 1983. From September 1986 - March 2002 Mr. Hogeboom was a Trial Attorney for the Department of Justice, Tax Division, Southern Criminal Enforcement Section. During 1986-1987 he also served as a Special Assistant United States Attorney for the Eastern District of Virginia. His prior experience includes prosecution of Fiscal Crimes, including tax evasion and tax perjury. Since March, 2002 Mr. Hogeboom is an Assistant United States Attorney for the Western District of Virginia currently in the Criminal Division prosecuting fraud and other crimes.


BAIT VEHICLE PROGRAM OVERVIEW
Presenter: First Sergeant Bronwyn Morris
Help Eliminate Auto Theft, Virginia State Police

First Sergeant Morris joined the Virginia State Police in 1987. As a trooper she patrolled the roadways of Virginia Beach and Tidewater. She was assigned to work with the Fugitive Unit in Chesapeake in 1992 and continued to work with the unit after being promoted to special agent two years later. In 1996 she transferred to the Drug Enforcement Division’s Chesapeake office and into the world of marijuana eradication as a member of the Governor’s Initiative Against Narcotic Trafficking (G.I.A.N.T.) task force. In 2002 she was assigned to the Insurance Fraud Division in Chesapeake and worked there until her promotion to first sergeant in 2004. She is currently the Help Eliminate Auto Theft (H.E.A.T.) Coordinator in the Support Services Division of the State Police.
