STATE POLICE LIEUTENANT RECOGNIZED
FOR SERVICE IN FIGHT AGAINST INSURANCE FRAUD
RICHMOND, Va. – The Virginia Chapter of the
International Association of Special
Investigation
Units (VA IASIU)awarded its Robert J.
Covington Distinguished Service Award to
Virginia State Police (VSP)
Lieutenant W. Roger Rector,
former coordinator of the
Department’s Insurance Fraud
Program. Rector also received a
Fraud Fighters Award from the
VSP.
“I am very pleased to present this award to
Roger in recognition of his outstanding
leadership and commitment to the fight
against insurance fraud,” said Jeff Spencer,
chairman of the VA IASIU Awards Committee.
“For the past 10 years, Roger has led
the State Police’s efforts to combat
insurance fraud, acting as a liaison between
law
enforcement and the insurance industry.”
Not only was Rector the go-to-person for the
Insurance Fraud Program (IFP), said
Spencer, he was also responsible for seeing
that the agents received all the
necessary training and prepared all of the
statistical reports. While he was the
Insurance Fraud Program Coordinator, Rector
also administered the reward
program, which began in 2004, and organized
the public awareness efforts of the
IFP.
Rector has been with the VSP almost 40
years, beginning his career as a trooper
and working in areas of arson and bomb,
narcotics, white collar crime, and
conspiracy investigations.
The Covington Award was presented to Rector
during the VA IASIU 17th Annual
Fraud Seminar. The award was named for
Robert J. Covington, an associate vice
president for Virginia Mutual Insurance, in
honor of his service and work with the
VA IASIU. He was instrumental in the
formation of the VA IASIU and remained
active in the organization until his death
in 1998.
Founded in 1992, the VA IASIU is a
non-profit organization dedicated to
promoting
a coordinated effort within the industry to
combat insurance fraud; provide
education and training for insurance
investigators; develop greater awareness of
the insurance fraud problem; encourage high
professional standards of conduct
among insurance investigators; and support
legislation that acts as a deterrent to

ALLSTATE’S ROTHGEB NAMED
VIRGINIA INVESTIGATOR OF THE YEAR
Richmond, Va. – The Virginia
Chapter of the International Association of
Special Investigation Units (VA IASIU) has
recognized Lee Rothgeb with Allstate
Insurance as the Investigator of the Year.
His investigative efforts revealed more than
$2 million worth of medical fraud. The
award was presented at the VA IASIU annual
training seminar in Richmond, Va.
“I am very pleased to see Lee
receive this award,” said award committee
member Mike Burton. “Lee is a very
aggressive and thorough investigator, who
has made a significant contribution to
Allstate and to the SIU community.”
Rothgeb’s initial
investigation uncovered a chiropractic
clinic that was fraudulently raking in
hundreds of thousands of insurance dollars.
The National Insurance Crime Bureau (NICB),
the FBI and the Virginia Department of
Health Professions (DHP) also became
involved in this on-going investigation. To
date, almost $2 million of medical fraud has
been exposed.
